In a large pan, heat the vegetable oil over medium heat. Sauté garlic and onions until fragrant. Stir in the julienned carrots and cook for about 2-3 minutes until slightly tender. Add the chopped cabbage and stir well.
Pour in the water or chicken broth, soy sauce, and fish sauce (if using). Cover and simmer for about 5 minutes until the cabbage is tender. Push the vegetables to one side of the pan and pour in the beaten eggs. Scramble them lightly, then mix with the vegetables once cooked.
