Stir in the carrots, potatoes, and bell pepper. Cook for a few minutes until slightly softened. Pour in the tomato sauce, water, soy sauce, and add the bay leaf. Mix well and bring to a boil.
Reduce the heat, cover, and let it simmer for about 30-40 minutes or until the pork is tender. Stir occasionally and add more water if needed.
Adjust seasoning with salt and pepper. If using, add green peas before serving. Serve hot with steamed rice.
